Hong Kong launches steering committee on IP finance pilot program, adds advisory panel on IP trading plans

The Government of Hong Kong has announced the establishment of its Steering Committee on the Hong Kong Intellectual Property Academy Pilot Programme, and has named its members. 


Hong Kong is classified as a Special Administrative Region (SAR) of China, and The Hong Kong Intellectual Property Academy is a collaboration between the HK SAR’s Intellectual Property Department and its Vocational Training Council. It should officially commence operations in the fourth quarter of this year. 


Its purpose is to support on-the-job intellectual property (IP) training programmes, including in IP valuation, for HK’s workforce across the economy. The HK Government has previously announced its ambitions for the SAR to become a regional hub for IP training and IP-backed finance. 


A spokesman for HK’s Commerce and Economic Development Bureau said in a statement: 


"Talent is essential to the continued development of Hong Kong's IP ecosystem. By bringing together the expertise and experience of government representatives, industry stakeholders and professionals from different fields, the Steering Committee will advise on the development and operation of the Academy's pilot programme and help ensure that its training responds to industry needs.” 


China’s 15th Five-Year Plan, announced in March this year, includes backing for HK to become a regional IP trading hub. A story on Hong Kong news site The Standard explains that the Five-Year Plan “also stated that the city must build a more competitive ecosystem by strengthening institutions, talent and financing channels.”  


The Standard added that “IP-intensive industries contributed an average of HK$877.9 billion annually to Hong Kong’s GDP between 2019 and 2021, accounting for 32.7 percent of output and creating about 1.09 million jobs, or 29.1 percent of total employment, according to the Intellectual Property Department.” 


The Standard story also reported that HK’s Chief Executive John Lee Ka-chiu will announce another cross-sector committee to drive strategies and support measures for intellectual property trading in a policy address he is due to give on September 16, 2026. 


This committee will bring together representatives from sectors including innovation and technology, cultural and creative, commerce, finance, law, valuation, and intellectual property.
